About The Policy Collective
The Policy Collective is a specialist consultancy providing expertise in policy development and review, quality and clinical governance, service design and reform, accreditation and grant writing for non‑government and Aboriginal Community Controlled Organisations.
Kate Cameron, Principal Consultant, holds a Bachelor of Behavioural Science (Honours in Legal Studies) and a Bachelor of Social Work. Awarded a Churchill Fellowship in 2014, she travelled internationally to undertake research through deep engagement with diverse communities.
With more than 24 years’ experience across government health, child protection and disability services, Kate brings extensive sector knowledge, strategic insight and strong stakeholder engagement skills to every project. Drawing on clinical and leadership experience in complex human services environments, she designs and delivers practical, ready‑to‑implement solutions.
Over the past 15 years, Kate has specialised in policy development, service reform, and the design and implementation of quality and governance systems. She has led statewide government policy, reform and improvement initiatives from concept through to implementation, with a proven record of delivering evidence‑informed, context‑specific outcomes.
Kate’s career has been shaped by the privilege of working alongside many Aboriginal colleagues, strengthening her commitment to working in genuine partnership with Aboriginal peoples, communities and organisations. She invests time in building strong relationships, supporting her work to be grounded in culture.
With expertise in multidisciplinary engagement, navigating sensitive issues and working across complex systems, Kate’s approach is relational, strategic and outcomes‑focused.

Where policy is required for accreditation, it is likely it will be rejected if generated by AI. AI generated policy is obvious and can be inaccurate.

I offer flexible pricing based on project type and complexity. This can include hourly and daily services as well as fixed price project fees.
After initial conversation, I will provide transparent information with no hidden costs.
For fixed price projects you will receive a comprehensive proposal outlining key deliverables, costs and time frames.
Where the work is required for accreditation, if the deliverable does not satisfy requirements, it will be rectified at no cost to you.
