Who we are
The Policy Collective is a specialist consultancy service providing expertise in policy design and review, quality and clinical governance, and service design and reform.
Drawing on extensive senior leadership experience in complex human services environments, we partner with non-government organisations and Aboriginal Community Controlled Organisations to design and deliver practical, evidence-informed solutions. Our work strengthens systems, enhances accountability, and supports improved outcomes for individuals and communities.

Kate Cameron, Principal of The Policy Collective, holds a Bachelor of Behavioural Science (Honours in Legal Studies), a Bachelor of Social Work and is a Churchill Fellow. With over 24 years’ experience across government health, child protection, and disability services, she brings deep sector knowledge and strategic insight.
Over the past 15 years, Kate has specialised in complex policy development, service reform, and the design and implementation of quality and governance systems that enable safe, effective service delivery. She leads large-scale, statewide government reform and service improvement initiatives from concept through to implementation, delivering practical, evidence-informed outcomes at scale.
